St. Anthony P&Z ponders impact area change

ST. ANTHONY -- Should the city's area of impact be expanded?

That will be the question discussed tonight in a public hearing scheduled by the St. Anthony Planning and Zoning Commission.

The P&Z panel, led by Evan Tibbitts, has been working on the impact zone expansion for some time.

There have been some issues in the past couple of years that have prompted a new look at the size of the impact zone.

At one time, a St. Anthony car dealer had talked about wanting to relocate on property south of the current city impact zone.

And a developer had approached the city to try to figure out a way to get connected to city services south of St. Anthony. The developer was trying to create much smaller lots than Fremont County's development code allowed. Within the impact zone, the city's zoning ordinance applies.

A couple of years ago the city tried to renegotiate the size of the impact area with Fremont County, but county officials declined to talk.

That led to a lawsuit by the city to try to require the county to renegotiate. Before the lawsuit went to a judge, county officials decided to negotiate with city officials.

At that time, the city presented an impact zone enlargement that took in most of the area south of St. Anthony nearly to the Fremont-Madison county line.

Since then the city has shrunk its proposal to include an area bordered on the south on 300 North, on the east by 2600 East, on the west by 2100 East and on the north by 700 North. The north boundary is not expanded by much. It mainly squares up the existing boundary rather than following a canal.

The public is invited to comment on the proposal. The hearing will be held tonight at 7 p.m. at City Hall.
